... the civic centre. God knows what it's all about, but it does have nice shiny gold bits, so I took another photo. That smokey stuff coming from the ground is steam from a pothole. It wasn't remotely cold, so I'm guessing this is just a clever stage effect to remind New Yorkers that they're still in the USA.
